What is Special Needs Housing?
Special needs housing is housing that is
designed with special features in mind to help people to live
independently in the community. For example, the housing may be
adapted for wheelchair access.
HOW DO I APPLY FOR SPECIAL NEEDS HOUSING?
If you are looking for special needs
housing you must contact the housing providers listed in this
pamphlet who have housing in the areas where you want to live.
You may have to fill out an application form with them, or they
may put you in touch with an agency that they use to fill any
vacancies in their special needs units.
WHO QUALIFIES FOR SPECIAL NEEDS HOUSING?
To qualify
for special needs housing you must need the services that are
linked to the housing units. For example, if the housing
provider has units that have been adapted for people who need
to use wheelchairs, at least one member of your household must
need to use a wheelchair.
You do not have to need subsidized
housing in order to qualify for special needs housing.
However, if you do need a subsidy in order to help pay the rent
for the special needs unit, you may apply for
rent-geared-to-income assistance. The housing provider can
help you apply for such assistance.
HOW LONG WILL I HAVE TO WAIT TO GET A UNIT?
The length of time you must wait before
a housing provider offers you a special needs unit depends on
how frequently vacancies arise and how many people are ahead of
you on the list. Every housing provider must give priority on
their special needs lists to people who fall into the special
priority category, for people who have been abused. Ask the
housing provider about this if you feel that you, or a member
of your household, may fall into this category.
decisions and appeals
A housing provider must give
you a written notice of its decision about whether or not you
qualify for its special needs housing. The decision must be
made within 30 days after your application is complete.
If someone else gives the
housing provider information which may lead to a decision that
you do not qualify for
the special needs housing, the housing provider must give you
the chance to give your side of the story before it makes its
decision. You will have 30 days to put your case
in writing. If the housing provider turns you down, you can
still appeal the decision, by writing to the housing provider
to request a review. The housing provider must receive your
request within 10 business days after you receive the notice of
its decision to turn you down. The housing provider must
complete the review within 10 business days, and you must be
notified in writing within 5 business days after the review is
completed.
